WASTE OPERATIONS OFFICER

Adelaide Hills Region Waste Management Authority (AHRWMA)

About the Role

As Waste Operations Officer, you will be at the forefront of implementing Mount Barker District Council’s waste management strategies and ensuring operational excellence. Employed by AHRWMA and hosted within Council, you’ll be fully integrated into Council’s team while also supporting regional projects that benefit multiple Member Councils.

This position offers the best of both worlds — working closely with Council staff on the ground and contributing to high-level regional waste initiatives under AHRWMA's strategic direction.

Key Responsibilities

  • Coordinate and deliver actions from Council’s Waste to Resources Management Plan (WRMP).
  • Support day-to-day operations of kerbside waste services.
  • Ensure accurate legislative reporting and maintenance of waste records.
  • Provide complex and strategic advice to Council regarding waste management.
  • Maintain strong, transparent communication with both host and employer organisations.
  • Participate in Council and AHRWMA meetings, fostering cross-agency collaboration.

About You

We’re looking for a motivated, proactive professional who:

  • Has experience or a strong interest in waste management, local government operations, or environmental services.
  • Is a confident communicator with the ability to liaise across teams and organisations.
  • Has strong organisational and record-keeping skills.
  • Is committed to WHS, transparency, and continuous improvement.
  • Thrives in a collaborative, fast-paced environment and enjoys problem-solving.

Start Date:                        Approx. 2 February 2026

Contract Length:              12 months (with possible extension)

Salary:                                Level 4

Supervision:                      Joint oversight from Council and AHRWMA, with AHRWMA as the legal employer

AHRWMA is seeking applications from suitably qualified and experienced individuals for the role of Independent Member on its Audit & Risk Committee.

About AHRWMA

AHRWMA is a Local Government Regional Subsidiary coordinating waste management and recycling on behalf of its Constituent Councils, Adelaide Hills Council, Alexandrina Council, Mount Barker District Council and the Rural City of Murray Bridge. Established in 1990, AHRWMA operates under a Charter pursuant to Section 43 of the Local Government Act 1999, with governance overseen by a Board consisting of a representative from each Member Council and an Independent Chair. 

AHRWMA receives and processes waste material at its landfill and transfer station facilities, and promotes a cleaner and healthier environment by increasing recycling options and reducing waste going to landfill. AHRWMA also assists client councils with waste solutions and transport services. AHRWMA is committed to transparency, continuous improvement, and strong governance to ensure best value for our councils and their communities.

About the Audit & Risk Committee

The Committee currently consists of two Independent Members (including the Presiding Member) and one Board Member, meeting a minimum of five times per year. It provides independent financial oversight and strategic advice to the Board, ensuring compliance with statutory obligations under the Local Government Act 1999. AHRWMA is looking for an additional Independent Member to compliment the high expertise of the current membership. 

Key areas of the Committee’s focus include:

  • Financial management and sustainability
  • Internal controls and risk management
  • Governance and regulatory compliance
  • Internal and external audit oversight

Key Responsibilities

As an Independent Member, you will:

  • Contribute to strategic decision-making by providing expert oversight and advice on AHRWMA’s financial reporting, including annual financial statements, quarterly budget reviews, and long-term financial planning.
  • Assess and enhance the effectiveness of internal controls, risk management strategies, and governance frameworks.
  • Oversee internal and external audits, review findings, and monitor implementation of recommendations.
  • Offer independent, evidence-based recommendations to support the Board’s governance responsibilities.
  • Participate in annual self reviews and skill surveys.

Selection Criteria

The ideal candidate will demonstrate:

  • Waste and marketing skills.
  • Expertise in financial management, risk management, governance and/or audit.
  • Experience serving on boards or committees, preferably within local government, public sector, or corporate governance environments.
  • Strong analytical and problem-solving skills, with the ability to provide independent, strategic insights.
  • High ethical standards and a commitment to good governance.
  • The ability to engage constructively and collaborate effectively with Committee Members and the Board. 

About the Role

AHRWMA is appointing one Independent Member for a two year term, commencing approximately May 2026, in accordance with the Committee’s Terms of Reference.

Applicants should have recent and relevant expertise in one or more of the following areas:

  • Waste and recycling industry
  • Commercial innovation and technology     
  • Internal/external audit
  • Financial management and accounting
  • Risk management
  • Corporate governance
  • Legal and regulatory compliance

Eligibility & Remuneration

  • Applicants must be individuals (not corporations), as the role requires direct engagement based on personal expertise and experience.
  • Independent Members are appointed for a two or three year term, with the potential for reappointment (up to three consecutive terms).
  • A sitting fee, determined by the Board, is payable for attendance at meetings.
